Under Blues manager Enzo Maresca, who said in the summer that he did not anticipate Chukwuemeka playing a significant role this season, the midfielder has struggled for minutes throughout the season. He has been forced to make due with 130 minutes in five cup tournaments and has not been included in any Premier League matchday squad.
A loan move is now a possibility, according to Fabrizio Romano, despite reports earlier this month that Chelsea was only willing to consider permanent offers for Chukwuemeka, whose contract has a release clause worth almost £40 million.
Chelsea has made it clear to potential suitors that any offer must be a pure loan agreement with no buyout clause and that Chukwuemeka's wages must be fully paid.
Although Chelsea would have to break one of their three current loan agreements with the French team—Andrey Santos, Djordje Petrovic, and Caleb Wiley—they may still choose to move the 21-year-old to sister club Strasbourg, where Dortmund is in negotiations to entice Chukwuemeka to Germany.
The Bundesliga powerhouses are pursuing a trade for Renato Veiga, and Chelsea and Dortmund have already engaged in numerous talks this month. According to reports, the Portugal international is eager to leave Stamford Bridge and sign with a team that can provide him more center-back playing time.
